Competent institution (territorial competence)


A self-employed person shall notify the above facts to the District Social Security Administration (DSSA), the Prague Social Security Administration (PSSA) or the Municipal Social Security Administration (MSSA), which are competent

  • based on the permanent residence of a self-employed person in the Czech Republic; or

  • based on the place of reported residence in the Czech Republic, if it is a foreigner; or

  • if the self-employed person does not have a reported or permanent residence in the Czech Republic and his or her place of permanent residence is abroad, the place where he or she pursues the activity as a self-employed person in the Czech Republic.

If such persons pursues activity as a self-employed person in several places in the Czech Republic, territorial competence shall be assumed by the DSSA in whose district, according to the declaration of a natural person, the activity as a self-employed person is predominantly pursued.

If a self-employed person does not have a permanent (registered) residence or place of performance of the activity in the Czech Republic, but at the same time has an employer in the Czech Republic, the DSSA locally competent based on the employer’s registered office is recommended for the self-employed person’s registration.
