Both the competent institutions and liaison body are defined in the coordination regulations.

Competent institution:

a) the institution with which the person concerned is insured at the time of the application for benefit; or

b) the institution from which the person concerned is or would be entitled to benefits if that person, or his/her family member or members, resided in the member state in which the institution concerned is situated, or

c) an institution designated by the competent authority of the member state concerned; or

d) in the case of a scheme relating to an employer´s obligations in respect of the benefits set out in Article 3 (1), either the employer or the insurer involved or, in their absence, the body or authority designated by the competent authority of the member state concerned.

Liaison body:

A body designated by the competent authority of a member state for one or more branches of social security referred to in Article 3 of the basic Regulation to respond to requests for information and assistance for the purposes of application the coordination regulations and which has to fulfill the tasks assigned to it under Title IV of the implementing Regulation.
