About the Czech Social Security Administration (CSSA)

CSSA is an authority of the Czech Republic’s public administration and is responsible for social security (pension and sickness insurance) and medical assessment services. The competences of CSSA are regulated in the Czech National Council’s Act No. 582/1991 Coll., on the organization and implementation of social security, as amended.

CSSA runs an agenda for more than 8.9 million clients, of whom about 2.9 million are pensioners. It pays more than 3.5 million pensions and, on average, around 280 thousand sickness insurance benefits monthly. The medical assessment service assesses the health condition of citizens for the purposes of the benefits paid by CSSA and the Labour Office of the Czech Republic. The CSSA collects social security premiums and contributions to the state employment policy. The CSSA’s contribution to the state budget is made by more than 1/3 of all its revenue, with expenditure amounting to almost half of the mandatory expenditure.

CSSA also performs tasks arising from the international social security agreements and from the European Parliament and Council Regulation (EC) No. 883/2004, on the coordination of social security systems and its implementing Regulation No. 987/2009. CSSA is a liaison body for the Czech Republic with foreign institutions in the area of pensions, sickness and maternity benefits in cash, and determination of the applicable legislation.

Organizational structure of the Czech Social Security Administration

The director general appointed by the Minister of Labour and Social Affairs is the head of CSSA. Since 1 February 2019, Mgr. František Boháček has been the director general.

The organizational structure consists of the CSSA’s headquarters and the District Social Security Administrations/Prague Social Security Administration and its territorial unit/Municipal Social Security Administration (81 in total) in regions. Regional offices are intended for the management of regional administrations in defined areas (6 in total).

Headquarters of the Czech Social Security Administration

The CSSA Headquarters is the central organizational unit of CSSA with responsibility for the conceptual, methodological, management and coordination, audit and direct performance of the designated social security agendas. Its organizational units also carry out the main supporting activities to ensure the functioning of the CSSA Headquarters and in particular aspects of CSSA as an institution as a whole (strategies and planning, finance, logistics, organization and legal services, general audits, human resources, comprehensive security and ICT services, international relations).

 

 

District Social Security Administrations

The District Social Security Administrations (DSSA) are the local organization units of CSSA, which are involved in the implementation of social insurance within their local competence in the areas defined by law.

 

The Prague Social Security Administration (PSSA) is the local organization unit of CSSA performing the competences of DSSA and other tasks that have been entrusted to it in the territory of the Capital City of Prague. It also performs its activities through territorial offices.

 

The Brno Municipal Social Security Administration (MSSA Brno) is a regional organization unit of CSSA with competences in the territory of the City of Brno.

CSSA collects and publishes a number of data in the form of statistics and, in particular, as open data. The statistics are in the Czech language, English descriptions are given in the Pension Insurance Statistical Yearbook.
